On Tuesday, the Government of the Dominican Republic has put forward a draft bill aimed at curtailing the rights and freedoms of Haitian citizens in the country. The bill proposes that Dominican intelligence agencies conduct a thorough investigation of Haitian migrants, which will be a key condition for the acquisition of property. With this new force, Haitian nationals will have to apply for prior authorization in order to acquire real estate. It would also establish that state property in the western provinces should be exploited through public trusts, public-private partnerships and other forms, but only with majority participation by the Dominican Republic.Haitian students have also been affected by the draft, since all trainees in the Dominican Republic will have to return to Port-au-Prince to practice for at least seven years. There will also be jobs in the Dominican Republic that will only be available to nationals and not to Haitians. If these rules are not observed, Haitian migrants may be expelled from the Dominican territory and their re-entry would be completely prohibited.Pelegrín Castillo has been recognized for his racism as well as for his controversial statements against traditional and religious practices in the Caribbean. It is recalled when in his X account he claimed that magic and voodoo practices break with Christian traditions and public safety, and encouraged to suppress them.
